smitty installp

Any ideas why command line installp works fine - including the -l (list) option but smitty installp doesn't see installable software.
 
I've noticed on our version 5.1L installations that before we use smit to view/install software we must run this command:

rm -r .toc
/usr/sbin/inutoc {directory name}
smit installp

This then works. I've read somewhere that this was corrected in a maintenance fix but even though we've applied them it still doesn't seemed fixed. So we standardized on the above.
