smiley Central. Remove email pluggins from outlook

We have some users that have smiley central and other web links added to bottom of every email they send. Some are animated pictures. Is there a way to strip this stuff out of their emails before it sent.

Download spybot and cleanup their PC, block access to those sites.

I don't know. You can set their receipt to be plain text but I don't know if you can set their sending to be only plain text. You could possibly set up some sort of default GPO to force their settings to only send in plain text.
