This starts up (failing) everytime I start any application or window. Can't figure out what it is or why it does it. How do I track it down and stop it?

Do you have any HP Printers installed? I know HP has software called by that name. As to why it is trying to open every time you open a window, I haven't got a clue.

I do have an HP printer but if I try to de-install some of the "intelligent" software it tells me the printer driver depends on it...

Actually, I think it's trying to install it. It's the Windows Installer window coming up first.

Try a reinstall using the meadia. Make sure you have admin rights and here is the key, if you reboot, make sure you log in as admin. Some software finsihes off install after a reboot.
