Smart tags in Outlook 2003

We are using smart tags, office 2003 with outlook 2003 on XP pro systems.

Smart tags are working in Word and Excel.

In outlook when we receive an email there are no smart tags found, but if you forward message then they are activated and the will display in the forwarded message.

Any ideas why orginal message not working.
