Small Business Server Console not opening

I cannot open the Small Business Server Console 4.5 from the desktop.

On the desktop, click start, then SBS Console. Explorer opens up. Next I get a box with Small Business Server Console across the top and "Action canceled" in the box. No icons anywhere.

Any ideas would be greatly appreciated.
