Slow response with network application

I am experiencing high cpu usage on my NT server. The process, other than the system idle process, that is eating up a lot of processor time, is the System process. Anyone know what uses the system process?

We have a DOS application that runs across the network. This is the only application that seems to be impacted by the high cpu usage.

Any ideas would be greatly appreciated.
