Slow response to requests

Running Sendmail 8.9.3 on RedHat 6.0. Although the server has plenty of free disk space and memory, and the CPU is generally 99% idle, it is slow to respond to POP and SMTP requests. By slow, I mean, 20-30 seconds to send or receive mail. The slowness even occurs if my client is plugged into the same switch as the server. Doesn't look like there's anything wrong with the server.

Any ideas?
