slow performance on windows 95 b

im my computer icon, properties, and into performance, it states in the box below : Compatibility mode paging reduces overall system performance. & Drive C: using MS-DOS compatibility mode file system what does this mean and how can I get the system to run normal Mode?

The system is 300Mhz
64mb ram
7.5 gb hard drive

The url has to be copied and pasted since the semi-colon breaks it up when using TGML..

This is the same link with TGML (Tecumseh Group Markup Language) turned off.
