Slow Mail Delivery Exchange 5.5

All of a sudden it takes 10 to 20 minutes for mail to get delivered. When I send a message to an internal user sometimes it takes 2 to 10 minutes for them the receive them. It varies from time to time. It takes 20 to 30 minutes for me to receive mail from the outside but that also varies. I have looked and there is nothing in the incoming waiting to be delivered and mail goes out fine. Any idea on what could be the problem. CPU usage is low and memory is fine. I have to increase the page file but still it looks good.
 
Check for network problems. Also, I have seen the IP stack on NT 4 become corrupt. The only way to correctthe problem is to remove and re-install the stack, followed by SP6a. Make sure there is a local administrator account on the server before removing the stack, or you won't be able to log in again. Also, make sure you know the IP stack configuration parameters as well.
