Slow Internet Connection - Line Noise To Blame?

I have a v.90 56K modem in a Dell Inspriation (866Mhz, 64MB). I cannot seem to connect over ~28.8khz, with downloads crawling in at about .9-1k. I think it's related to line noise on my local line. Do phone companies have to comply to any line noise standards? Could I request a new physical line? Any suggestions to speed up my connection, short of subscribing for DSL or cable modem (not avaliable here anyway)?

You *should be able to call the phone company to test for noise, their typical answer:

"The noise is coming from inside your house"

Thus, any fixing that needs to be done you either pay them $70 an hour for or do it yourself. You may have to run a new wire from the pop (point of presence) into your house to your PC, if the phone company tells you it's your problem.

Bottom line: They should run a check for noise for you, but you'll probably get stuck with the fixing.

I'm having lots of trouble with them here, it's really a pain, but good luck! As always, I hope that helped!

Can you get the modem connection to the demarcation point? This will disconnect everything in the house and you will be dealing with phone co line only. Will only answer whether you have problems within the house.
If the speed is about the same , then phone co might be able to help. They do have standards. But understand that they guarantee 30-3000 HZ which is voice frequencies.

one thing that helps is to have your computer connected on a line to your outside box all by itself.also make sure you dont have lines running all over and with phone every were.every phone and foot of wire you have will hurt. make sure you use good solid line not the braded kind.
 
I agree with going to the demarc point, I do that with my xDSL setups too, and run CAT5 to the PC. I have read that certain "digital services" phones (like Vista) can cause trouble, try unpluging all your other gear too.

what kind of modem is it?

If it is a win-modem, then it may not like your ISP. You have enough CPU power for one, but I have had some ISP's just not negotiate a very good or reliable speed with some win-modems. See if you can find out, and then ask your ISP if they have any reports about that model.

Win modems have regular firmware updates too, that may be worth checking into.

If you try everthing else, then sometimes several calls to the telco will eventually get a "hit" and they will do a truck roll for you, be nice sometimes it helps.
