slow downloads w/ cable modem

I just purchased a new PC HP Pavillon 510n. This is the first time it has been connected to the internet. I'm running Win XP Home Edition. My problem is when I try to download anything and from any site my download speed is avg. 3k per sec. I have been thru numerous calls w/AT$T tech support and have pretty much tested all aspects of the network and found no problems. We also ran tests on the modem and as well as speed tests.
So I then called HP support to see if it was maybe a software problem so after deleting temp. internet files & cookies and various other steps we found nothing so it was suggested to do a system recovery(boy was that a mistake) there is more bull on my PC now then ever and i still have the same problem.Can anyone help?

how many of the protocol do you have in your windows ?
just tcp/ip ?

tcp/ip & and client for microsft network. tcp/ip is set up for dhcp> file &print sharing. thats all the protocols i have enabled.

go to services and support, and test your bandwidth via the meter. It's a cool little gizmo that checks your wirespeed. -= Beer is food! Is it suppertime? =-
