slow connection call

Hello i have an issue with outlook express and the dial up connection. i removed a virus and ever since whenever outlook express is open and there is no connection, and i perform a send and receive there is a 20-30 second wait for the connection dialog to appear. any ideas ? when there is a connection all works well
