slow connecting problem

Most important first check is to make sure that you haven't been infected with Malware that has put a rogue dialer onto your system.
Then some information would be appreciated. What are you dialling, what modem, what OS, etc. But check for that Malware first.

First thing I would do would be try changing your access numbers for your isp. Secondly, update your drivers for your modem.
