SLOW BROWSING NETWORK PLACES!!

I have a small Windows 2K network that is running into trouble with seeing and connecting to various devices through the Workgroup network. Through the command line if I do a nbtstat -c I get instant NetBios resolution. On my server I have WINS running and each of the client computer is setup with the WINS setting directed towards the IP of the server. Now, the network runs a VPN solution via Cisco router to router that allows me to connect to other devices at other sites. This has always worked. Now, I can get layer 3 connectivity, but not layer 7. Previously from any desktop if I did a search using the IP address of the foreign host, I could see the device and connect to it. Now, Search is unable to find the device, but I have perfect layer 3 connectivity. If I check the database in the WINS server, every computer is resolved. But If I do a search through any of the desktops using Network Places, it takes approximately a minute to resolve and does not show the devices on the other end of the VPN tunnels. I have enabled IP helper on each of the routers to forward UDP packets that are used by Netbeui...making it otherwords Routeable. Any guidance would be helpful.
