Slow App in Terminal services

we are running a freight tracking app in terminal services on a quad xeon mp box with 16gb ram, raid 1 system, raid 1 for logs and raid 5 for data, all 15k disks, adaptec 2200s controller, frieghts backend DB is foxpro v8.
there are around 60 users on the server as foxpro cant be split across servers, does anyone have any suggestions where to start looking.
ram is at 2-4gb used, but all 4 cpu's run fairly high utilisation with the frieght app
 
Can you convert the app to use SQL?

unfortunately not, the provider of the app is looking at it however, i guess at that point splitting accross several servers would be best with 150 possible users
 
Yes, it sounds like you have lots of copies of the same program running and they are just too much for your TS Box.
