Skillset service level confusion

Hi,
I understand DNIS Sevice Levels but can someone explain Skillset Service Level Threshold and how it affects the Real Time Display? Is that pegging value in seconds? Example, if Service level at the skillset is set to 5, is that 5 seconds or 5 calls answered?

post an example of the report.. i use the service level to control the real time displays.. with a 1 minutes service level calls older then 1 minute change colors..
