Site that shows Carrier Outages?

Does anyone know of a site I can go to where I can see if specific carriers are experiencing network outages? For example, if Sprint was having problems in the Northeast, I'd love to be able to go to a centralized location and check on it. Currently, I can use AT&T's Interactive Advantage and see if there is a problem in their IP network, and can even see average delay to different major cities. I'd sure love a one-stop site that keeps up with this sort of thing. It doesn't even have to be real time - just something so I'll know that there were problems.
 
I run an emergency 24x7 emergency medical call center. I would be interested in this "Central" information as well. I'm looking for a way to test our toll free numbers remoteley from every area code in the US. We need to know where the problems are so we can notify our staff, clients and backup locations.
