Site Registration Applications

Does anyone know of some good (and free) source applications for managing user registration to a web site? I'm looking to create a single page at this point which is only accessible by (free) registration that will send an email notification containing the users information. I want to make sure that their email information is valid. Ultimately the user will be accessing a downloads page and I want to track individually what they are downloading and how many times.
