You can find documentation on Nortel's web site, under Support (left side of home page), Technical Documentation. Select BayRS Router Software then select Site Manager.
However, I recommend you use BCC for most of your configuration tasks. Site Manager can corrupt your configuration. There are some items that cannot be configured with BCC on certain versions of code (for example you cannot configure DHCP forwarding under 14.x code).
