Sip trunking to an ivr that is using Dialogic HMP (on the same lan)

i am connecting to an ivr that is using Dialogic hmp. it has no sip users so therefore it defaults to sip trunking.

my ipoffice has the proper licensing and is rls 8.0

i cannot make a call out on the sip trunk.

i have a sip line created with the itsp address set as the ivr ip

udp to port 5060 is set

do i need an ARS created? i made a short code that states 700N, dial, line group ID 11, N

and made an ARS that has show 700N, line group 11

when i call out it doesnt even show up in system status that it is trying to grab a line, does the line have to see the other end before it will even try to call out?
