SIP incomming call Barring based on CLID

We have a marketer that is flooding our system with calls. We need to block them.
Our setup is SIP Truck to Flowroute. I have attempted to put the CLID under incoming route and push the calls to *99 short code setup as barring. I have setup several ways to enter incoming caller ID to no success.
I have tried:

so how are you routing calls at the moment?

if match all numbers they could dial use a * in the incoming number field, then just number match the CLI with just the number you see presented to you.

Try to set a fax as destination. Or a virtual user with no extension.

Check system status to see how the CLID is entering the system.
