SIP Inbound Calls Dead Air

I've got a second SIP line assigned to line 20.I've only been allocated one DID for it.Outgoing calls started working after I changed the details on the SIP Name to the Caller ID.It's the Inbound I'm still having trouble with.I keep getting dead air.The DID is pointing to a user extension in ICR. This is what my SIP URI looks like which I think might be configured incorrectly;

Ch 1 20 20 Use Int | Use Int | Use Int | Use Int Reg: 0 <None>
Ch 2 19 20 * * * * Reg: 0 <None>

Does this look right?

 
On the lan tab > Voip enable RTP Keep alive.

 
Use system status to determine the codec being used on inbound calls. See if the IP office is allowed to use the codec.
