SIP Calling External PBX when Call Baring Enabled

We have an IPO 412 with PRI and a second PBX at another site (non Avaya PBX) the two sites can 4 digit dial between locations over a SIP Trunk. All is working well except for a small group of common area phones that have outbound call baring enabled as a user right.

The calls to the other PBX over the SIP Trunk are blocked because to the Avaya it appears as an external call.

The only way around this i have found is in the ARS table configured to route calls to the SIP trunk i have changed the Feature of the ARS shortcode to Dial Emergency for each of the extensions on the second site's PBX.

This is a separate ARS table from our PRI, so is there any concern with just using DialEmergency As the Feature on the SIP ARS table?

Or is there a better way to set the exception for these extensions to be able to call the other site's extensions?
 
Dial emergency is the way to do it, there is no issue at all using dial emergency, all it does is override call barring it isn't something only reserved for emergency use as the name suggests :)
