I spent a bunch of time tracking this down (with Microsofts help) and finally found an answer. It seems like something that would normally be pretty common, so I figured I'd post something here in case others run into it so that others searching have hope of finding the resolution.
The issue is this:
If you have an application that does not access the internet, but does have single instance application selected in the framework settings, McAfee firewall will still block access to the application.
The solution: do not select "make single instance application" but find another way to provide this functionality (outside the scope of this post)
