How do I select text in photopaint?

I know this sounds dumb, but sometimes I can, and other times I can click the object a thousand times and nothing happens.

And of course the help files don't tell me much.

The text has to be an object before it can be selected. If you create the text as a new object (usually when you have no background, or more than one image - other than the background) then you can edit it. If the text is already created (i.e. an image that you are opening) unless it is a .cpt file, chances are that the text has been combined with the background, making it a picture of the text, as opposed to actual text. If you need to make text an object, you have to put a mask around the text, then go to Object->Create->"Object: copy selection" (or "cut selection" if you want to leave a hole in the image that you will be cutting the image from). This is based on version 9. For older version, it is similar, but not exact wording. This will give you the ability to move the text around.
I hope this is what you were looking for.

One last note, be sure you have the arrow tool selected before trying to select the text
