Simple password question

I'm setting up a new RH Linux Fedora Core 2 Samba server in place of an old file server using NFS. I creating new accounts and passwords but some of the peoples passwords are less than 6 chars. How can I get linux to accepts smaller passwords? Is there a file to edit?

As root, just type "passwd username" and you will be prompted to change the passwords. Ignore any warnings.
