The rest of that quote should not be omitted, as it might help make its meaning more clear (in case the point isn't gleaned from just the first sentence). Here's the whole thing:

The point of that statement is that English (like sex) is something wonderful and fun, but you are giving it to someone (English to an American, sex to a Child) who doesn't understand it and doesn't know what to do with it. In other words, it is wasted on them.
To be crystal clear, it in no way pertains to pedophilia (in case that's what you were thinking).
I actually think that line is quite clever and in no way offensive. Clearly it is intended for a mature audience, but given that audience, no, I don't think it is offensive at all.
