In the listener.ora File I can configure a value for CONNECT_TIMEOUT_LISTENER

Does the value represent seconds or minutes?

CONNECT_TIMEOUT_listener_name
Purpose:
Determines the amount of time in seconds the listener waits for a valid connection request after a connection has been started

Default:
10 seconds

Example:
connect_timeout_listener=12
