Signatures not following/ editing received emails

I'm cheating a bit as I've got 2 questions....

1. Does anyone know if it's possible to get the users signatures to follow them around if they sighn on to a different machine WITHOUT roaming profiles.

2. Does anyone know how to disable users editing emails they have received from other users (to stop them making changes and forwarding it on, WITHOUT marking all emails as private)?
