Signalling Servers Failsafe Mode 1000E

Shouldn t one server be in Primary and one in Failsafe, both are in Failsafe, when attempting to change requires changes to NRS, does not say what needs to change, and requires reboot, does any one know how to setup steering codes for onsite FOIP, using Quintum Tenor AS.
