Shutdown script - why not among scheduled tasks?

I have discovered that I can use shutdown script from Group Policy Editor. However it is not clear to me why this option is not offered in conventional Scheduled Tasks.
I have spent lot of time before I have learned about shutdown script and there are many "third party" routines for 15-25 USD that offer same thing. Is there some catch that Microsoft didn't put it in a scheduler.

shutdown scripts run when the machine is shutdown, where as scheduled tasks are designed to run on a schedule (once or recurring).

In thinking about it, I can only surmise that MS didn't include it in the scheduler because during shutdown applications can no longer interact with the desktop. If you're going to use the scheduler to do something, then just include a shutdown command in your script.

I use a gpo applied shutdown script for my workstations because I don't reboot them on a regular basis. The script resets the local administrator name and password on the system during shutdown to ensure that it is correct when the system comes back up.
