Shutdown.exe reboots instead

We implemented a scheduled autoshutdown on all our machines. Turns out some older workstations (Dell Precision 410 and some Acers) reboot instead of shutting down. I've tried using several switches and yes I've tried using some other shutdown utilities (our original one is from the reskit).

I'm positive I've dealt with this problem a couple of years ago and there was a utility that was able to shut them down. I can't seem to locate it now.

did you try changing the value in the HKLM\Software\Microsoft\WindowsNT\CurrentVersion\Winlogon\PowerDownAfterShutDown key?
