It sounds like you have it locked down to tight. Not to fear.
Open the IIS manager MMC, right click on the website that its not working for, go to properties. Select the Home Directory Tab, At the bottom under Application Settings, click on configuration. It will put you on the App Mappings tab, this is where you need to be.
Find the extension .shtml in there, click on it, then click on edit. Change the executable to what ever dll is used to shtml files. (I'm not sure as I dont deal with them, .asp is c:\winnt\system32\inetsrv\asp.dll, I couldn't find a shtml.dll so you'll have to do some research on that)
Click on OK , till you get out of there, restart IIS and you should be good to go.
If I happen to find what file is needed for shtml I'll post it.
