Showing multiple clips simultaneously

I'd like to start from a full screen view and then shrink that to maybe 25% or so and move it up to the corner, and then fade in with a few other clips that run at the same time.

If anyone has seen the show 24, that is the effect I am looking for.

Anyone know how to achieve this?

Lay the clips in parallel on the timeline and use Motion to zoom and position them as you wish starting from the topmost layer, thus revealing the next clip down - etc.
