Should the Sysvol share be a DFS share?

I have jumped into an already existing network, so here goes:

When I goto the sysvol share and right click/permissions the domain folder inside, it has a DFS tab. In the DFS tab it lists all our domain controllers, but only one shows this folder as active.

Should all of our DC's have this as an active DFS share? Or should this not even be there?
