Should OEM work this way?

I have 8.1.7 Oracle server running romotly and I install Oracle Enterprise Manager on my local PC. Do you think my OEM would work. I could not use the default Admin password to make it work.
Is OEM a client side program or I should install it with Oracle enterprise server?
