Shortcuts for menu items require the Enter key!?

I've noticed with a FrontPage XP installation that after dropping down a menu, such as the file menu, and typing the shortcut key for a menu item, eg. 'o' for 'Open', you then have to press the 'Enter' key.

Pressing the shortcut key 'o', simply highlights the menu item.

In my own installation of FrontPage 2000, the behaviour is standard to Microsoft apps, ie. pressing 'o' selects the menu item, rather than just highlighting it.

Is this a feature in FrontPage XP which can be toggled on and off?
