Sharing Operating system directories

I have a small (2PCs) network set up that is not connected to the outside world at all, and I want to be able to access the c:\windows directory and the profile directories from the other computer, and of course XP will not let me, is theree any way around this?
 
The local Administrator user on both machines can grant the necessary rights to either the Group Everyone, or the Group Interactive Users.

. Only if drives are NTFS

Use the Security tab on the Drive Property sheet.
 
I looked for the security tab and it is not present
