The calendar in question is under "All Public Folders". It is a team planning calendar. Essentially, person A scheduled something from 9 to 5. Then person B scheduled something from 2 to 3. The system did not say that there was a conflict, and we need it to.
Is it set to show the time as busy? I'm not sure how calendars work, but I believe RESOURCE calendars will not allow overlaps. I would imagine that TEAM calendars WOULD, by default.
Anyway...check with your Exchange server admin--they should have those answers for you. If they don't, I do believe we've got an Exchange server forum right here at tek-tips.
