Share Permissions lost when cluster fails over

I have 2 windows 2000 server in a cluster with a share called Data. I set share permissions to this share for a certain user and then it saves them.

If the clutser fails over to the second server the user above gets its share permissions removed. The user account goes from the list. I have tried setting this on both servers when they manage the disks but still when it fails over the share permissions go.
