Shadow errors

I have Citix Metaframe XP with FR2 installed on several servers in a Citrix server farm. To shadow a user on Server 1, you must be logged into that server. Users on any other Server can be shadowed via any Server but Server 1. I've try rebooting the server, and running Dsmaint on it. Nothing seems to help.
Any ideas.
