Setup programs and xp

I have created a setup program using the package and deployment wizard on a Windows xp machine and visual basic 6. Whwn I install on a windows 98 machine I get the error (after the setup program has updated system files and rebooting) "msvcrt.dll is linked to missing export ntdll.dll" and won't start. Anyone seen this problem and know how to fix.
