Setup CA, issued Cert but can still access site w/o SSL 1

windows 2000, iis 5.0

setup an internal CA.
created certifcate for site(virtual directory).
can still access site using url with http, along with
now using https.

how to limit access to only https?

There should be a check box that states 'require SSL'
