Settings for ICS using two nics

I am using Win2K Pro and am experiencing no internet connection within the first 5 - 10 minutes of loading windows.
The computer is setup for Internet Connection Sharing, using two nics, one for the network with a static IP of 192.168.0.1
And the other with a dynamic IP for the cable modem.

My questions are:
Should DCHP be enabled on the Nic connected to the network?
Should a default gateway be set for the Nic connected to the network?
What could cause the loss of internet when first logging on?

Assuming you've check the sharing box on the property of the NIC connected to the internet, the machine will automatically act as a DHCP server for the LAN (it will set LAN NIC's IP address to 192.168.0.1). You don't need to make any other settings on the internet host machine, and all clients if set up to pick up I automatically should get internet access. Don't really understand why a delay - I would have thought work or not. Have you tried checking IP addresses during this period (use ipconfig from command prompt).
