Setting up only one user to logon to PC

How do you set up a computer to only allow one specific user to log on to that computer (besides admin)?

However, I want this user to be able to log on to any other PC.

Are you part of a Domain or is this a peer to peer? What are the OS level of the other workstations?
 
If you create only one account on the local machine, only that user will be allowed in.

Is this a domain setting? Give me some more info.
