Setting up new network

We are Installing new network in the company and we think of giving permissions to 3 different groups. say group1 group2 and group3. we are using windows 2003 server.
The question is for giving permissions to 3 different groups which is the better way to do it ? to set-up domains or to create the folders in the server and give permissions to the different users to access particular files?

 
Setup a domain. Create all users in the domain. Create 3 Security Groups. All users to their respective security groups. Create your directories. Setup NTFS permission to allow access to the respective Security Groups.

You don't want to handle NTSF permission at the user level. Best to manage at the group level, and add users to groups as needed. This will keep things nice and organized, while reducing administrative overhead.

A little more information is required to provide you with a good solution.

What do you mean by groups?
Are you talking about 3 separate sites?
Do the groups need to control their own security?
How many users?
Who will be responsible for security?

Etc

Depending on what your requirements are you may need a single domain or multiple domains.
