Setting up FDN

I have 3 phones.

Ext. 1985, Type 2616
Ext. 1016, Type 3903
Ext. 1845, Type 3903

I need to do the following;

1985 to forward if no answer to 1016, if no answer at 1016 to forward to 1016 voice mail.

1845 to forward if no answer to 1985, if no answer at 1985 to forward to 1016, if no answer at 1016 to forward to 1016 voice mail.

1016 to forward to 1985, if no answer at 1985 forward back to 1016,if no answer forward to 1016 voice mail.

I know it's alot, so I greatly appreciate anyone's help.

that one want work, 1016 fna to 1985,
1985 fna to 1016 want go, that's a loop, if it did it would never go to mail
