Setting up a New Domain and Win 2000 DNS

Looking for all help on setting upa new DNS Domain using Win 2000, domain name registration has been done and IP Addresses and the Host name been obtained... also need help on adding a "A" (Host) Record on the Win 2000 DNS. I can ping to the host name from within the Domain.. I mean any machine that is a part of the domain or using the same Name Server can ping to it, but cant resolve the name from outside the Domain. For instance when I do a NS lookup frm any machine on the network I get a reply but from outside the network it says either the host doesnt exist or unknown hostname.
ANy help appreciated.
