I have a database process running on our win2k server which, whenever queried will hog 100% CPU power for anything from 5-20 minutes (the database isn't that big, it's just crappy). The problem is that with about 20 users using the machine as a print server, they all get a little stressed when it grinds to a halt.

I thought an easy way around this problem would be to simply reduce the priority on the database server process to 'below normal' or 'low'. But when i try to do this i get an error saying 'Access is Denied', even though i am logged in as administrator. I assume this is due to the username associated with the process being SYSTEM. Is there any way around this?
 
No way around that. You may want to ensure that the database you are using has been properly reindexed/defragged or whatever other maint. functions are available for the database software you're using. If that doesn't work, the only other thing I could recommend is getting a database package which works properly.

Upgrade your com components. If you use DSN's, I've seen this before.
