Setting Permissions for Media Player, Etc

Hi All

I am attempting to set up permissions so that everyone can use Windows Media Player. For unexplained reasons some users can use this software and some can't. Can someone please let me know what I have done wrong. Will I have to do something different for them to copy software and place it on their iPods, etc?
